Virginia Governor Abigail Spanberger Visits VSU and Norfolk State Homecomings as State Directs Millions to HBCUs
Virginia Governor Abigail Spanberger made dual appearances at Virginia State University and Norfolk State University homecoming events on Oct. 10. The widely shared campus visits follow Virginia's commitment of tens of millions of dollars in state funding to support public and private HBCU programs across the commonwealth.

Virginia Governor Abigail Spanberger highlighted her administration's connection to the commonwealth's historically Black colleges and universities by attending homecoming events at two public HBCUs on the same day, according to reporting by HBCU Gameday. Spanberger traveled to both Virginia State University in Petersburg and Norfolk State University in Norfolk on Saturday, Oct. 10, joining students, faculty, and alumni during their annual campus celebrations. The governor's official public itinerary documented a morning visit to Virginia State starting at 10 a.m., followed by an afternoon appearance at Norfolk State at 1 p.m., HBCU Gameday reported.
At Virginia State, Spanberger was filmed dancing alongside university president Dr. Makola M. Abdullah, generating widespread engagement across social media platforms. Later in the day, she attended Norfolk State's homecoming football game at William "Dick" Price Stadium to take in the game-day atmosphere alongside Spartan fans. This dual appearance marks another viral moment for the governor at Virginia State. HBCU Gameday noted that during VSU's spring commencement on May 16, where 822 degrees were conferred, Spanberger joined Abdullah and graduating students in a televised dance to Cupid's "Flex." That commencement clip amassed nearly 600,000 online views, according to figures released by Virginia State.
Beyond the high-visibility campus visits, significant state financial investments are backing Virginia's historically Black institutions. HBCU Gameday reported that Virginia's 2026–2028 biennial budget, which was approved by the General Assembly in June during Spanberger's initial year in office, allocates $12.5 million annually through Virginia State and $12.5 million annually through Norfolk State. Over two years, this initiative directs $50 million toward a collaborative partnership that includes private institutions Hampton University and Virginia Union University.
The state-funded collaborative targets minority small business growth, healthcare workforce preparation, technical instruction, broadband access, and workforce credentials in skilled trades. A separate component creates an instructional location at Northern Virginia Community College to broaden HBCU reach in Northern Virginia. HBCU Gameday reported that while the collaborative program originated in the 2025 state budget prior to Spanberger taking office, her administration supported the final budget package maintaining and expanding the funding.
The state spending plan includes direct financial support for institutional infrastructure and student affordability. Both Virginia State and Norfolk State were allocated $2 million in first-year funding to modernize administrative enterprise resource planning systems. To help curb tuition increases, the budget restored operating funds, providing Norfolk State with $658,100 in fiscal year 2027 and $1.316 million in fiscal year 2028, while Virginia State receives $605,050 in fiscal year 2027 and $1.210 million in fiscal year 2028.
Additionally, Spanberger's administration cited $349.7 million in total higher education investments across the state in a July six-month progress report, HBCU Gameday reported.
